There is a clear and long-standing policy in the Ministry of Education in Israel to build a school program to promote an optimal educational climate that is constantly being refined and reinforced by research and monitoring of schools. The best educational climate is an infrastructure that has been found to be effective in reducing violence and risk behaviors in children and adolescents. In addition, it was found that an optimal climate increases the ability of educational staff to locate and identify children and youth at risk.
